Je mbret, je pasha, është dhe moda!

This meme references the animated movie for children produced in 1980 by Kinostudio, a funny tale called Kau dhe Ujku (the Ox and the Wolf). In this cartoon, the Wolf devises different creative methods to trick the Ox in order to eat it. At some point, the Wolf paints a portrait of the Ox without horns, and tells it : “Without horns, you’re a king, without horns, you’re a Pasha, without horns, it’s also trendy!” (Pa brire ti je Mbret, Pa brire ti je Pasha, Pa brire ti je është dhe moda). This is a known pop culture reference for children who grew up in the 1980s and 1990s.

Here, the Wolf is labeled as Edi Rama, and the Ox as the People. The Wolf tries to trick and convince the Ox that, with a resort built in the protected area of Zvernec, it will be a King, a Pasha, and that it’s trendy. This entails the promise of Elite tourism in Albania, and that it’s what is supposedly done in Croatia, France and Greece.
